In Douglas Adams sci-fi classic Hitchhikers Guide to the Galaxy he notes that there is a "President of the galaxy" and his name is Zaphod Beeblebrox. According to the story, almost the entire galaxy was stunned by the "selection" of Zaphod as President because he was stupid, lazy and outrageous. But he becomes a friend to the book's hero, Arthur Dent and explains to him that the president' s role is not to actually run the government but to distract everybody from what the government is actually doing.
